The snake represents the deception and by your brother being bit, it represents he has fallen under the influence of some kind of deception. Being bit on the foot represents that his walk in life has been hindered. Or there are some things in which he is losing a "firm footing". The scorpion represents and issue or demons which have come to "dry" or your peace, joy, happiness, and sometimes finances. Well if he knows Jesus, then He that is within him is greater than the devil that is in this world. Thus, the serpent may strike his heal, but he has the power to crush the serpents head under foot.
He's letting his fears get the best of him.
If he knows Jesus, he just needs to claim victory, and do a lil dance on the serpent's head.
He needs to face and overcome his fears.
At the moment he is in bondage to them.

Sounds like your brother has some fears regarding unresolved issues in his life. When I have a difficult time getting to sleep, I quietly pray continuously for a resolution, while in the bed (lights off, TV off, no sounds in the room, head on pillow) ... when I awaken it morning and usually I have an answer to my problem.

those types of animals are usually linked with evil. even sickness or death. a snake is sneaky, a scorpion deadly. maybe he as a hidden illness that could be deadly.
