Probably never. That's because Iraq is not really a country. It's a construct invented by colonial powers. The Kurds, Shiites and Sunnis have no desire to be a nation. They also don't come from the same European enlightenment tradition, that is, they have no idea what democracy is, so there is little hope of forming a democracy.

Iraq will never be able to handle it's own government until the interference from the bush regime drops out of sight.

...it will end when G.W.Bush says so...or halliburton...and the oil industry...it's a shame America has lost it's voice.
