I am working on invitations for my sister's wedding, and I was wondering what was proper for the rsvp cards. Do I fill out the envelopes for them and put a stamp on it or just leave them blank?

If you want people to use them, address them and stamp them, with a very nice stamp. In this day and age, it is next to impossible to get rsvp's in the first place, so you will want to make it as easy as possible.
If you leave them blank, you will either have to wonder how many people are going to show, or follow up with phone calls (if you are planning a sit down dinner and such that requires a head count)
If it is unimportant to you how many people show (meaning not having a formal dinner and such) then don't bother with an RSVP card at all.

In General you would fill out the RSVP Card Envelope for the reciepient. They fill out the actual card and return it in that envelope.
Don't forget that stamps are also included with this envelope.

I'm going to fill out most of the information for them. Basically our address they need to be sent to. And adding a stamp.

Most people stamp them. You'll get a better return that way.
