This is rare (thankfully). Things as bad happen in other societies even more regularly.
The reality is that this kid is arrested, on trial, and will not be allowed to do this again.
The cost of freedom is that some acts are not prevented from occurring the first time, but they can be prevented from recurring.

The real solution lies in raising kids such that they understand the moral reasons not to do these kinds of horrible things. Bad parenting is responsible for many of the immoral, sick-minded youths that do things like this. One step towards a better future would be to require couples to pass a qualification test for parenting, so that all children are raised in environments where they can develop into moral, responsible people. I would suggest that the government should also find ways to promote philosophical and other intellectual discussion among young people, so that their minds develop better and don't end up full of evil, twisted thoughts like those people mentioned in the video.
But of course, for the government to do anything about it, first the populace has to elect a decent government. Flopping back and forth between the same two parties forever is not a good way to get things done.

I'm not trying to be racist here, but try and get someone like Martin Luther King, Jr. BACK as the leader of the black people...it all went downhill for (most) of black people when he died...mother's should put more morals into their kids at an early age than let them live the life that they're living now...I don't know what to do with this sort of horrible violence but...that's all what I can think of...

A person like the people who took part in this crime should be executed. And I don't mean the modern,"lets have 20 appeals of clearly guilty people and execute them in 20 years" version. I mean "we have them red handed,we know they are guilty heinous,evil people,so here's the rope,do you have any last words" version.

You might as well point at any heinous crime and ask the same question. You're not going to be able to prevent every crime. Suggesting that anarchy is as good as what we have is a bit of a stretch.
