know any image editing software similar to paint.net that can handle layers, transparency, etc. animated GIFs would be good to but not necessary.

I've read about GIMP, but I can't seem to find its features...

Photoshop will do everything that you want except the animated gif's, but it is a bit spendy. Gimp is on a par with Photoshop and has just about as many features. Gimp has one good point over Photoshop, and that is it's price, it's free. Download it and give it a try. If you don't like it you can always delete it.

after you install acdsee 7 you will have photo editor in acdsee folder in program files. it read gif but doesn't save. then, if you like management of picture by acdsee, then install acdsee 4. it is the greater program for management of the pictures.

Try paintshop pro, or photoshop.
