I mean if they really led a good life and were good people
But they also didn't believe in God.
or maybe they believed in god but didn't agree with him.
they just followed their conscience rather than a bible

Well, no-one goes to heaven, but I'm pretty certain that if you're following the Bible, the word is that works don't do it.

The bible makes it clear that there's one way to heaven, and it is through his Son. Good works has nothing to do with it; you cant buy salvation with your works, God isn't impressed.

The price of salvation was the blood of the Son of God (God himself). A price that all the riches of this world could never pay for, and God is too rich to ask for payment. So, God is offering salvation as a gift.

What do you do when someone gives you a gift? Do you try to pay for it? You accept the gift (salvation) and thank the giver.

Read the bible. Your good works are as "filthy rags" according to the bible and cannot save you.

Just think of that thief on the cross, dying next to the Lord Jesus. He was literally minutes away from death and had been a criminal all his life. He asked Jesus for salvation and Jesus responded: "Today, thou will be with me in paradise." The thief would die that night and would have no chance to do good works, and yet he went to heaven.

The Bible is very clear...those that have faith in God ( and faith means believe and follow Him) will go to heaven. This who do not, will receive judgement and be eternally separated from God.

Jesus said "I am the Way, the Truth, and the Life. No man come to the Father but through Me." John 14:6 That's pretty clear that you have to believe in Christ and His redemtion through His work on the Cross. Ephesians 2:8-9 tells us that it is through God's grace that we are saved, through faith in Christ, not by our own merits. 1 John 5:11-12 tells us "And this is the testimony: God has given us eternal life, and this life is in His Son. He who has the Son has life, He who does not have the Son does not have life."

So you see, you have to believe in God, accept His grace, and live through the son. You cannot get their by your good works. You cannot get there by following your conscience. you only get there by FAITH in Christ.

That's what the revealed Word of God says, so that's what I have to go off of.

If a person does not believe in God it means that he is not going to follow the rules made by God for mankind.

However, it is a point of discussion that
whether bible is a rule book sent by god or it is just a story book.

The Bible has been termed the "Manual for Life", and it contains everything you need to know if you intend making it to heaven. It is contradictory to hope/think you are going to get there your way. There are ground rules for this reward and your way just doesn't get you the reward. Sorry, but that's just the way it is. Go well, and God Bless!

No they will not. All unbelievers shall have their part in the lake that burns with brimstone and sulphor. If you die without Jesus in your life you will end up in sheer torment for eternity. Of course everyone has a choice in this life, but whatever choice they make in this life will depend on where they will spend eternity. Reject Jesus and you will reap destruction because Jesus is the only one that can cleanse us from all sin. Jesus is the only way to Heaven. Confess Jesus not with just your mouth but your heart and repent of all your wicked ways and turn from them and put Jesus first in your life and obey his comands, then you will enter Heaven into the pressence of God.

Romans 3:10 There is none righteous, no, not one. Isaiah 64:6 and all our righteousnesses are as filthy rags. Romans 3:12b There is none that doeth good, no, not one Ephesians 2:8-9 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: not of works, lest any should boast. Matthew 19:17 and Mark 10:18 there is none good but one, that is, God: Titus 3:5-6 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost; which he shed on us abundantly through Jesus Christ our Saviour.

Good doesn't get someone to heaven--God does, by you repenting of your sins and placing your faith in Jesus Christ alone. John 14:6 Jesus saith unto him, I am the way, the truth and the life: no man cometh unto the Father but by me.

Even the N.T agrees that there are "righteous gentiles", see the text around Romans 2:14 - "For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves"

No one goes to heaven because they have been good.They need to have been elected by God, had the penalty of their sins paid for by Christ, and been given a new resurrected soul. The first two of these were accomplished before the foundation of the world, the third at the moment of salvation.

No. the Bible teaches that there is actually a set number of people who are going to heaven - Revelation 14:1. Also, they would have to be believers, because verse 4 of the same chapter say's that they 'follow the lamb [Jesus Christ] wherever he goes'.
