Aww, puppies have very short attention spans (just like a little human baby). You have to TRAIN her to listen to you. Little treats and positive reinforcement are wonderful ways to get her attention. Hold out a treat in front of her, and when you have her attention, teach her a command like sit, come, down. Be patient because she's not going to get it right in the first few tries. You have to repeat repeat repeat. When she sits, give her a treat and praise her.
Don't get upset and yell or chase her around. She'll only think you're playing. Be consistent, be patient, and reward her for positive behaviors with treats and lots of praise. Good luck.

You need to get a dog training book or attend some classes (call local upstanding breeding kennels and see if they have classes or recommend someone in your area) and work on training her to follow some simple commands. You should have started when she was a little puppy (2-3 months old) but, that doesn't mean she can't be trained (tho she won't be perfectly obedient). You'll have to work a lot with her (several hour sessions a few nights a week) and be very patient with her. Give her lots of praise and at the beginning use some small treats (pieces of biscuits or cut up hot dog pieces) to reward her for her behavior. The reality with dog training is that the more time and energy you spend on the animal the better trained they'll be (and happier too!).

Get the book, "The Other End of the Leash" by Patricia McConnell. The dog isn't going to understand you until you understand the dog. Which of you two has the higher functioning brain?
Suggest taking a puppy training class that uses the "clicker" method of positive reinforcement vs the choke collar method of negative reinforcement. Dog's respond much better to positive reinforcement than negative.
Above all keep the commands you use with your dog consistent and limited to one word. Such as sit, down, stay. Don't use similar sounding commands like stay and lay - the dog won't know what to do.

The way you teach your puppy to "listen", or pay attention to you, is by not giving her the option NOT to.
Use a leash when you plan to ask the dog to do something. Food reward correct responses.
Here is how to start teaching attention. First, get a quantity of very small soft chewy treats for the dog. I like to use tiny pieces of hotdog, or string cheese, or left over table meats. Anything the dog likes will do, and treats should be of a size that it's one tiny gulp and gone. Put several treats in each hand, and show the dog that you have food in both hands. Keep your hands closed and don't let the dog have any, just let her sniff your hands.
Then take a couple steps back from the dog, and stand naturally with your hands at your sides. Say nothing. Stand up straight, and be still and quiet. Ignore any sniffing, licking, nibbling, or bumping of your hands. Keep a close eye on the dog. Sooner or later the dog will look up at your eyes.
The SECOND she does, GRIN really big, say YES!!! and instantly open both your hands and let her eat all the treats.
Then get a few more treats in each hand, same drill, only this time, don't show her you have the treats in both hands. Just get some, and then back away from her a step or two, and wait for her to look at your eyes. Remember to be STILL, QUIET, and stand up straight. When she looks this time, once more say YES!!! with a BIG SMILE, and open your hands. This time feed her the treats one by one, from alternate hands, saying YES each time.
Dogs learn to look at your eyes quickly with this method. After the first 2 jackpot times, feed her only one treat from first one hand and then the other when she looks. You can then start shaping this behavior. Treat for longer looks. Treat for looks from heel position, etc.
This is a great exercise for anyone who has never done any hands off behavior shaping, because it is rewarding for both participants, as the dog usually learns very quickly to present eye contact for a reward.
Once the dog is consistently looking at you, understanding that she will be rewarded for this behavior, you can give it a name. I usually use the dog's name to get them to look at me, or go on attention. It is usually a very short time from naming the behavior to getting the dog to present the behavior by asking for it by name.

Teach her one or two word commands. like "sit stay,lay down, off, leave it, grab it. What does she know how to do?You have to show her you are the alpha dog which mean you walk in and out the doors before her. Before she eat she has to sit and pick up a few and pretent like your eatting it, the alpha dog always eats first.She thinks shes the boss.I would teach her sit if she doesnt my puppy sits before everything.Just work with her. When shes bad dont yell at her its attention just Ignore her dont even look at her she will learn i did this behavior and i didnt get any attention. Give it time.Hope i helped a lil bit GOOD LUCK!

Try watching the Dog Whisperer on the National Geographic channel. He's amazing. Puppies are quick learners and want to please, you just have to use repetion. Set boundaries around the house, ie. your dog shouldn'nt be allowed to jump on furniture, run all over the place. She has to earn it by good behavior.
Use a leash to help control her. And crate train her so when you are not around she will stay in it.
Also what breed is she? You can google it to find more specific techniques.

Go to pet training with your puppy. Your local ASPCA or humane society probably offers training for about $10 a session. You will find it more valuable than you could ever imagine. It will be worth every penny.

Dogs are pack animals, they need you to be the pack leader. If she's not obeying your commands then you need to be more assertive in giving them, go back to obedience training 101 if you have to. It's hard to give advice with out knowing what the exact problem is, but make sure you're playing your part correctly if you want the pooch to play hers.
