They require you to pay a reinstatement fee in order to get it back. Do I have to pay the reinstatement if I know longer live in that state? Or can I just go and take the drivers test for the new state?

If you are paying a reinstatement fee, then your license was suspended or revoked.
You will have to pay those fees, or you will not be able to get a license in your new state.

Most states have a time period which you must change your license and registration. In Pennsylvania the time period is 60 days and if license has not been expired over 6 months months all you have to do is take a vision screening and pay a fee, you do not have to retest.
I suggest you call or check on your DMV website to see what they require

The new state will probably follow the same edict. The fact that your current license has expired, you will more than likely
need to start all over again.

As long as it is just expired and not suspended.... just go take all the tests for your new state and get a new license.

Now, if you are suspended, the new state won't issue you a new license.

Check with the DMV in your current residency. They will instruct you as to how to obtain a license there.

you likely were required to get a driver's licence in your new state within 30 days of moving in permanently.

Go to your new state's driver's licence bureau, asap.
