The Israelites were God's chosen people (Deuteronomy 4:7).
When they won a war against a heathen nation, if a woman had a beautiful figure and a man loved her, he could take her as a wife.
When the woman was taken home to the house of the man who loved her, she was to shave her head and cut her nails (see 2 Samuel 19:25); both were customary signs of purification (see Lev. 14:8 & Num. 8:7). these were symbolic of her passing from the state of a conqured slave to reception of fellowship in the covenant nation.

this is talking about the spoils of war.
If after he took her he was not happy with her he could send her away

It would seem God is making a concession to Israelite soldiers.
If they became emotionally involved with a female POW, there was an arrangement set-up so they could make things acceptable.
Too bad you stopped your quote where you did, because right after is instruction to make sure she converts to Judaism.
BTW Please don't rely solely on the KJV.
Get yourself a variety of translations and read the verse from all of them.
The Contemporary English Version is exceptionally clear.
