if you have told him no already then you must tell him no more directly, use an excuse thats not personal to him,
be direct dont just let him keep ringing,
"stop calling me im not into guys at the moment because..........................., so you understand?"
if you have already done this then you have to sort of humiliate him pscologically, he will think your a ***** in stead of wonderful but what the heck. you must make him associate you with pain - sounds dramatic
tell him hes a fagg or not tall enough, too fat, hes ugly, doesnt rock your world and never will blah diddi blah

if he just keeps on asking you out, and you want to stay friends then just tell him you think of him as only a friend, if you don't like him at all, just tell him that you can't see a relationship with him and tell him to stop calling, if that doesnt' work tell him to get a life and stop calling you. If that doesn't work, call the police on his stalking ****

He is obviously doing this because you are sending him mixed messages. Just let him know once and for all that you are not interested in him that way.
