If you are a baker you could do a sheet cake and cut off part of the rectangle to make a square. Then use the part you cut off to make a triangle shape. Put it above the square and you have a house. Decorate it like a house and put on it something like "Best wishes in your new home". You may need to make more than one cake to get enough for a roof. Good luck with the party.
If all else fails, bake a cake and slap icing on it, then pipe a "road" on it use match box cars and little play houses to represent their old house and their new one.

OK I got two...
a) if they are moving to diff state- pick bldg or attraction that represents that state with caption "____ will never be the same" or from your state "______ is losing a great friend"
b) "Move it along cupcakes".... like a assembly line for cake..At one end put basket of plain cupcakes, next pastry tubes with filling options (option item), next frosting toppings, next topping choices like sprinkles, candy pieces etc.
This one is little more hands on, but everyone should enjoy the fun of making and they get what they want in the end!
Have fun !!!

My daughter is popping 13 on July 29 and that i'm thinking of throwing her a house party together with her friends and relatives. this way she has a extra "grown" up party. i'm letting her p.c.. out decorations and letting her invite who she needs to return. in spite of you do, do not do something infantile. That became my mistake for my 10 yo boy's party! And no goodie bags, supply away prizes for the final dance contest or something like that.

Why not do a moving box? The shape would be pretty simple and you could fill the layers with gnauche (which everyone loves) and chocolate icing with ribbons of white chocolate for tape...You could even use black icing to label the box with the name of the place they are moving to...anyone hungry for tape?
