I have a perfect idea for you that has worked for so many of my friends.
Beach BBQ!!!
This can be so cheap..really!
You just need a load of disposable BBQs depending on how many guests you invite.
Ask everybody to bring their own food but provide a few packs of rolls, bottles of sauce, paper plates, sausages and burgers.
Also bring a few bumper packs or marshmallows for toasting after!!
You may also want to buy a rounders set....every beach party i've been to has been followed by a few games of rounders..and everyone loves it!
If you've got boys coming, get them to make a bonfire on the beach out of driftwood..this will keep you warm and you can toast your marshmallows on it. You may also want to buy some beers for everyone (who cares if you're 16!...unless your parents are there of course!)
You can all huddle up together (perfect opportunity to get close to a guy you like too!) and chat by the fire.
You could get everyone to bring tents and camp out on the beach too.
(You'll want to bring a portable stereo too)
Believe me...everyone will love it! Have a great time no matter what you do!

well, you have a lot of choices here:
you can invite all your freinds ( the more the better)
ask one of your freinds that has a pool if you can host it at there house
have a pool party
pick out a really cute bathing suite,
and ask your dad or mom or freind to take a survay with the people you are going to invite to your party, make a list of food, and check of who likes what and what not to serve.
food is the most important thing for teenagers
hire cheep catering, or maybe even ask a little brother to do it, having little kids serve for you is so cute looking
make virgin Miami vises, they r the best drink, my sis loves um and she is 5!lol.
Also, raise money while you can to help your mom and dad out. first of all if your b-day party is in march, set the date on a day u know that it won't snow
and also raise money to pay ur friend with the pool's mom or dad so that they can heat up the pool
rent an awaome movie, like john tucker must die or somthing
and invite your closet friends to a sleepover.
trust me this will work, it's perfct for a sweet 16
lighting up the pool:
with extra money that you raised, buy water proof flashlights, and replace the original light bulb with red, green, or pink lights, just in case put duck tape around all the lights to make sure for no leaks,lol
tye something heavy to the flash light, and sink them all over the pool. Then about 30 minutes before the party, ask someone (or you) to jump in with gogals, and turn all of them on. when it's dark it will look great!!!

I dont have much of a theme for you but just make sure you have fun. Dont be like or attempt to emulate those little brats on MTV. They could have millions to spend on their party but without realizing or appreciating what has been done for their spoiled a**'s they will never have a good birthday. Just surround yourself with good people and good things will always come out of that.

You should tie in with St Patrick's Day - that way everything can be green and gold and you can serve stuffed baked potatoes and green punches - it could be really fun!
