A vegas theme needs a casino. You could give each guest casino chips as they enter, and you could have have a casino section with poker tables, blackjack tables, a roulette table and a craps table. There are a bunch of companies that will actually rent out the tables and will provide professional dealers. Let your guests "gamble" as they wish during the night, and as the night comes to a close, your guests cash in their chips for raffle tickets (a ticket per chip, or a ticket per 2 chips, etc.). Then you could have a raffle to give away prizes. Instead of a raffle, you could just give prizes to the people who have the most chips.

You also could have a "bar" section, with various non-alcoholic "mocktails." You could even give the drinks Vegas-themed names (e.g., Sin City, etc.). .

To achieve the rat pack feel, you could use music and decorations. If the room allows for it, you could have a section set up like a lounge with rented couches and coffee tables around a dance floor (or just couches if you don't want the dancing), and you could either hire a DJ/Band--or an i-pod--play classic vegas/rat-pack music mixed in with dance tunes. On the coffee tables, you can place queens with sixes to represent 16, etc.

For food, if you are doing a full dinner--nothing says Vegas like a boufet. You could set up a boufet near the lounge area. You could also have lots of finger foods and appetizers that would be easy for your guests to carry around as they gamble. You could do buffalo wings; chicken strips; pot stickers, etc. and a variety of mini sandwiches (sandwiches were actually invented by a gambler, who wanted to eat his meat while he gambled--so he put his meat between two slices of bread so his game would not be interrupted). If you do appetizers, you could lay them out as a boufet. You could give each dish a Vegas name (e.g., mini hotdogs could be "Hound Dogs"). You could also lay out the pairs of queens with sixes on the boufet tables (for 16). If it falls in your budget, you could have servers dressed as cocktail waitresses pass appetizers around to your guests as they gamble and chill in the lounge area.

You could have a sign at the entrance decorated like the "Welcome to Las Vegas" sign (I think David Tutera actually has a template of how to make one through his television shows' website). For colors, you could get away with anything, but classic Vegas to me is red, green and gold--and a touch of tacky. You could also have cocktail napkins with Vegas slogans (what happens at [your name's] party; stays at [your name's] party.

Sounds like a lot of fun...good luck!!

Since you say it will be a big party and not a house party, look at this site for help for decorations. As far as food ides, that's something you should discuss with your caterer. When you get to the site look for their theme kit "Viva Las Vegas" or " Hit The Jackpot".

have the girls giving out drinks dress up like showgirls..
you could set up tables and have somebody for each table deal the cards..like in a casino, you know?remember the last scene at ocean's 12 where they were playing cards and stuff and were all dressed up nice? maybe you could do that....4-5 tables where your guests could actually play poker, or blackjacks, or any card games...but then, your friends should know how to play those games, u know? you could also set up a bar or somethin..just be creative with the concept.
godluck!
