It's possible for a person to have cold sores and genital herpes either by different kinds of the herpes virus or by the same kind.
Cold sores and genital herpes can be caused by either herpes simplex virus 1 or herpes simplex virus 2. Typically cold sores are caused by herpes simplex virus 1, while genital herpes are typically caused by herpes simplex virus 2.
If a person does have both cold sores and herpes, they can have outbreaks in both areas at the same time, or just one area at a time.
And, most people develop symptoms of herpes any where from 2 - 20 days after being exposed. For some people it can take several months and even years before they have an outbreak.

My best friend has had genital herpes for about eight months now, and it's been really rough. She's had about 7 outbreaks. Everywhere I read it says it stops flaring up so much after time, but its not getting less frequent for her. She's been on Antiviral meds the whole time, too. She also has type 1 diabetes which she has had her whole life, which really weakens her immune system. Will it ever get better?

Sure can. if 25% of the population has genital herpes and by age 50, 90% of the population has oral herpes, there is a lot of cross over.
Having herpes either orally or genitally does not effect your ability to contract the other in another strain. Once you have herpes in one location it is more difficult to contract another strain the same location, but it is not impossible. So you can have type 1 in either location, type 2 in either location, or both types in one location.
It is rare to have the same type in both locations, but again it is not impossible.

Cold sores are caused by the herpes virus. Many of us already have the cold sore virus dormant in our bodies, and never have a flare up of cold sores. We contracted it as children, as it is a very common virus, and children pick it up easily as they often share food and drinks, and may be less concerned about hand washing and hygiene. Cold sores can be transmitted even when the person does not have a cold sore, though it is less likely to happen then.
