Yes because that is potentially a life and death situation. It's like the guy with TB that was flying all over the world. If it is putting people's lives in danger then they need to be told the truth.
It is always your place to save someone's life whenever possible.

If your cousin isn't trustworthy enough to tell people he has AIDS, then you should tell the person who wants to sleep with him that he has it.
