Rice and Beans- this meal is when the rice and beans are separated and less seasoned. it's more plain and the two foods are not mixed. they are either on top of each other (rice on bottom) or next to each other
Beans and Rice- this meal is more seasoned and saucy. the two foods are mixed together and flavors are added. sometimes even sausage and other meats with chopped peppers. it is eaten a lot in cajun appetites and is very affordable. have you ever seen the zatarain's commercials?

If I understand the question and your description, I might have an answer for you.
Rice and Beans in the Mexican culture are prepared separately and usually eaten separately.
Beans and Rice in the South (not South America) are a Cajun dish that is Red Beans and Andouille Sausage cooked in a big pot so they are juicy and then served over white rice.
Both Yummy!!
Hope that helps a little.

Carmen is right, the beans can vary from Pinto to Black beans or Turtle peas, Central American countries will use either Pinto or Kidney beans, the sofrito/seasonings and veg, stock or water even coconut milk in some areas, alot depends on the region there from and traditional recipes and the foods available or used by there family's.cultures. I worked in Jamaica and there they make a similar dish with rice, and use either pigeon peas or red kidney beans and a stock with coconut milk or water in the base.

Rice and beans are cooked individually
Beans and rice are cooked up together like a pilaf
It's all the same when it comes down to it really.
It all depends on what culture is cooking and how they say it.

We do not eat rice on our beans in our Mexican cuisine. It is placed side by side on the plate. Catherine K has the correct answer.
