That's Wonderful! I'm planning a party to and i came up with these games:
-A water balloon fight
-Bobbing for Apples
-Pin the tail on the donkey
-Oragami time
-Scavenger Hunt
-3-legged race
-Water Gun Fight
-Any type of food-eating contest
-It's always fun to cook anything or just eat batter
-Paper Airplane flying or making
-Finger painting is always fun with any friends
-Pinata's are always fun too
-Spelling Game- You have a word and tell everyone and have tons of paper with letters. Each letter is a different color. You break into teams and each team has to spell the word with there team color and the correct letters. It's always crazy and fun
-Because people don't do it often, it's fun to get a bunch of pop cans and LET people shake them up and open them.
-Making flower assortments
-Any arts and craft project (lanyards, paper hats, painting, drawing, bracelet/necklace making, ponytail holder making, flip-flop decorating)

The fact that you are taking such time to plan this I think is really cool and your daughter will appreciate that more than any present. But as far as that topic goes, I would like to get one really good present from my parents-something I really wanted and then my friends would give me all the smaller gifts if they chose to do so. It depends on whether your daughter is more of an introvert or extrovert. I personally am more of an introvert so if someone was throwing me a party, I would like it to be more personal with not like, a gazillion people there. It'd be cute if you could rent a cheap rec/community center and have a really cool dance with of course all her favorite music and a moment during the night to honor her and maybe even have a super nice outfit waiting for her to change into when she got there. And 16 year olds still love having slumber parties so having all her closest friends over for the night and have the place nicely decorated with maybe some cool activities waiting for them if they wanted. The in the morning breakfast for everyone while they lounge would be nice and since she is 16 I bet she would like to just go out with her friends so maybe give her a few bucks and if she doesn't drive then offer to take her and her friends anywhere they want. Or as another gift idea, if she is interested in getting her license then you could make an appointment for her to go write her test or tell her that you will pay for it when she is ready and maybe even start a car fund when you agree to give so much every month if she does certain things...then it's like the gift that never stops giving. I know it's hard to be creative nowadays, maybe her friends would have some ideas too.

At 9 years old, girls enjoy anything "grown-up" or glamourous--how about a Make Over party? They could do hair styling, make up, raid the closet for crazy outfits and do a fashion show. Or another spin on that is Academy Awards theme with glamourous outfits and acceptance speaches....or an American Idol/Karaoke party (everybody wants to be a rock star!) Of course, if your daughter is a tom-boy type, probably a few games/contests at the park would work, too. Have fun and her birthday is "all about her" so let her decide.

A fun thing to do at the sleep over party (or I guess during the actual party) is a pizza making party...I did it when I was younger. Just go to your favorite pizza place and buy dough and then buy all of the fixings to put on top. Everyone can make whatever shape pizza they want and then eat it for lunch.

Another fun idea is like a really "sophisticated" high tea type of thing. Get different flavored teas and iced teas... make finger sandwiches and make it a big fussy deal.

I always loved making things, too...you can check out

What about a luau!?

9 year olds need to have fun so im thinking...
If there r any around you, and u r willing to spend money, o to an amusment park. but if ur on a low budget...
just play backyard/picnic games. kinda like last year, but different. you can do water balloon fights, go in the sprinkler, limbo, pinata, grill burgers and/or dogs for lunch or dinner, have a scavenger hunt. just play fun games in the backyard. very cheap.

How about a slumber party with tasks? Or maybe fun games such as layers of clothes, good night, the chocolate game and so on.

People here rent the local city pool and have a private pool party. Decorate the tables and area in whatever theme she likes. Get a lot of beach balls and noodles, order pizza and have it delivered and have fun.

Maybe kind of do a carnival thing, like have face paintings, if ur front/backyard is big enough, maybe have a moon bounce, ooh! I love this one, maybe have a contest, like who can eat one pie faster, have a dance off, or maybe take them roller skating, or, or, or a tasting contest, like with a blind fold on. Ex-get a doughnut, and have them guess what flavor it is.
