The picture had some tall buildings, but no skyscrapers. Sounds like a beautiful (literally) idea, unfortunately land is usually at a premium. Philadelphia used to have legislation that no building could be taller than city hall. A luxury they can no longer afford.

First of all - what is the definition of a City?? Do all cities must have skyscrapers?? If not there are many cities around the world which do not ahve skyscrapers.
