Hep is made from the marijuana plant but is not necessarily hallucinogenic since the THC (the thing you get high off) is generally removed through the manufacturing processes.

So... no.

Edit: greydoc6's answer does not account for the removal of the THC though modern manufacturing. An illegal drug wouldn't be sitting on racks in every surf shop on the California coast.
