he doesnt want me to tell because we both cant get married yet and my parents hate him but i love him

I would try to find out why he doesnt want you to tell anyone. He should have a very good reason, but its odd that someone would ask you to marry them, and not want anyone to know. Theres something behind it, and you need to find out what.

Can't get married yet because you are too young, you are already married or for some other reason? I would think any of these things should be red flags because they mean you need more time. If you are just coming out of a divorce, you or he may need time to regroup and recollect yourselves. If you are younger than the law permits to marry, then there is a reason you cannot marry and it is to protect you from yourself. If it is something else, then time might also be beneficial in being sure this is what you want. The bottom line is that you should not have to HIDE what should be one of the most joyous things in your life.

I'd tell him that I might not announce it, but will let people know if they ask (i.e. seeing an engagement ring on the finger).

Edit: If you are 14 and he is 20, and your parents hate him, they could get him arrested for statutory rape. THAT might be the reason why he wants to keep it quiet that you are engaged.

What you should do, is agree to keep it a secret, providing when you are 18 you will be proposed to properly and can announce it at that time.

Consider yourself "Pre-engaged". Give you and him those extra four years to make sure you two are right for each other.

OK, NOW the truth comes out. You are 14 he is 20! Well there are many reasons he does not want you to tell anyone.

#1 IT IS ILLEGAL!
He could be arrested for statutory rape!

#2 He is probably using you for something dear. I know you do not believe this but one day you will.

#3 If he is going to Virgina, where does that leave you? Sounds like he is trying to get you away from your parents. Yet, Another glowing RED flag.

GET OUT OF THIS WHILE YOU CAN!!!!

If you cannot tell friends and family, then it is not a real engagement. Tell him no.

When he is ready to grow up and let everyone know, then you can reconsider.

Edit: You are 14? He is 20? Where are your parents? He should be arrested.

well do you love him then who gives a f**k what ur parens say
they cant pick who u fall in love with now can they, they jus want 2 make sure ur happy but dont tell no one cuz if u do then u might spoil the surprize. he might want it 2 be a surprize 4 the whole family well hope it works out 4 u 2 have a nice wed.

Depends upon the reason he tells you to keep your mouth shut. Embarrassment? Does he fear his parents? Your parents? Is he not sure about marrying you so he doesn't want the word to get out?

Sounds a little odd. Obviously, he's not ready to get married, if he can't admit to the world he wants to.

The secrecy strongly implies that his proposal is not genuine but is merely to pacify/impress you, and there is a strong possibility he will "change his mind" at some point. If he treats you nice, continue with the relationship, but don't take his proposal of marriage too seriously
