Why do people worship a God who would kill millions who do not follow him, with floods or fire rained down from above, but those same people will cry ‘Madman’ when a country's leader eliminates millions when it's apart of their plan?

Because Hitler was demented and God is righteous.
God is holy, holy holy, as the bible says and he has the right to do what he has done. Anyone who rejects Him accepts Satan, the devil and God has the right to do as he wishes
Sure it's extreme and sure it's hard to believe these things but you gotta accept them, God never changes.
I'm sure all of those people knew the truth and still turned in rebellion

God punishes the unfaithful and the disobedient. Just like I punish and disciple my child when he break the houserules. I do it out of love. God does it out of love. What many of you non-believers don't understand is that just because God had people die on earth doesn't mean that they all went to hell. The male babies were innocent. He had them die so they would not grow up and follow in their father's footsteps. They were safer dead and saved due to their innocent instead of let live and live in sin and die and be damned to hell.
Just because God had certain people's physical bodies on earth stop living, doesn't mean they stop living all together. We don't know what God talks to about at their judgment and if they repent and if they are in purgatory and are given the chance to purify themselves. If you start understanding the whole Truth, then maybe you will stop coming up with these types of questions.
Plus, God can do what He wants. You are always asking "why" He does this and doesn't do that. He never has to justify Himself to us. He created us, He does not have to answer to us. It is the other way around.
As far as a country's leader ordering millions to be killed as part of his plan--he is a mere mortal. He may be insane. He may be calling orders out of pride, anger, confusion, greed, jealousy, etc. He didn't create mankind. He might be able to kill bodies but he cannot kill souls. He will face His Creator one day and will know the Truth then. God had never ordered the Israelites to fight or kill the unfaithful out of jealousy or pride. He did it after years and years (generations) of warnings. They disobeyed consciously and He punished them to show others and to stop their bloodline.

It is not God the Father who art in heaven that causes millions to be killed because they do not follow him. It is Satan, Satan is the God of Mount Sinai and the God of the wilderness of Sinai and once he gets you to sin he will cause you to be killed.
God the Father who arts in heaven only causes one Age to pass for the next Age to begin.
Remember it is not the body God the Father cares about it is your soul/spirit. This is why Jesus said "fear them not who can kill the body, but fear them which can kill both the body and soul.
Read what Jesus said concerning Moses and the prophets.
Then read the 3 temptations of Jesus

just so you know its not God its man.... a lot of the stuff happening now like huricains is global warming which is mans fault. and everything before that was man to when adam and eve ate that fruit. but there's an alternative live life for God and have enternal life after death or his coming. live life against him then there's life in hell........ sorry i dont mean to get all preachy on you I'm just tired of people dissing on God when he's done so much for me and thousands of other people many of which dont even realize it.
