You need to call the vet and ask him if you can get something to sedate your cat, or if there is something available, for instance, at the herbalist store that would be useful in sedating your cat. Tell him why you need to do it.
You know, if you call around, you may find a vet who is relatively inexpensive and will do this task for you. My vets office did it, even though I used to bathe my big boy regularly, and had since he was a kitten, so he didn't kill me when I got him in the tub. But the vet would sedate him, give him a bath, clean his teeth and trim his claws for under a hundred dollars. And that was in NYC. Your vet could probably give your boy a bath for a lot less.
Also, there is a right way and a wrong way to bathe a cat. You need to have your water drawn. Then you pick him up by the scruff of his neck and carry him to the tub that way. Cats become passive when you carry them like this. Then one person just keep a hold of that scruff to immobilize him in the water while the other person does the shampooing and rinsing. Then have a nice big, thirsty towel ready, pull the plug on the bathtub, and when the water is down low enough, scoop the cat (all 4 legs included to avoid scratching) into that towel and wrap it around him as though he was a newborn baby, to blot the excess water. Only his head should be sticking out of the towel. Once that excess water is blotted. Just pull open the towel and let the rocket-propelled cat launch himself out of it and across the room where he will give you dirty looks and begin the licking process.
Anyway, the short answer to your question is: call the vet and get a suggestion from him or let him give you a sedative for your cat. Don't try anything you are not absolutely certain will work and will not harm him.
Once, many years ago, I moved from Madison, WI to Washington, D.C. with a cat. My father was a physician, and we got some valium from him specifically to give the cat. Big mistake. It stimulated him, and along with a major winter storm and the sadness of leaving a loved city for an unknown city, we also had the cat from hell in the car with us. Looking b ack, I realize I was lucky Valium did not harm him, as I did not check with a vet first. So check with the expert, and follow his advice.

This is not a good idea, a better option would be to take it to a groomer who can handle cats and have a way to restrain them.
If you really want to try it yourself, then put a muzzle on the cat, a small one and then go for it. Mine has had baths since she was born and still hates them. lol Good luck.

Bring him to the vet to have it done..they can sedate him there, or take him to a professional groomer. If you have a regular vet where your cat has a medical history..they may be able to prescribe tranquilizers for you to give at home.

Why on earth are you cutting your cat's hair? If your cat is a longhair cat and you're too lazy to comb it on a regular basis - then find someone else to care for it. Judging by your question, though, it sounds like you shouldn't have pets at all!

There is nothing you can do on your own to sedate him, but you can calm him. Put a teaspoon of nutritonal yeast on top of his food bowl and it will calm him down. It is a safe an effective way to calm your animals. I do this to my cats during the times of the year when there is fireworks.

No human drugs for cats. See a groomer for this, or a vet.

No not chloroform! OMG! Talk to your vet about the positives and negatives of a sedative. ONLY your vet should be advising you on this.
