Well, I actually lived in DC, but my 3 favorite 'tourist' things to do were -
1. The Roosevelt Memorial - it's so quiet and peaceful and beautiful
2. Boat Basin during cherry blossom season (March/April)
3. Walk along the river from Gtown to the National Mall at night. Stop and have a drink and Riverside Grill, enjoy the monuments all lit up.

the three places i enjoyed the most in Washington, D.C. were all when I was a teenager.
we took a class trip there to The Smithsonian. the one thing that sticks to my mind was the huge dinosaur when you first walked in one of the buildings. i'm sure it seemed a lot bigger as a kid, but WOW it left such a terrific impression on me.
the second thing was the F.B.I. building. i had a friend whose cousin was an agent there, so we got a special tour. it was great.
and third, but not least was when we got to tour the White House. of course that was when they had tours all the time.
and of course, there were only certain rooms and all that they took you into.
i know you only said three, but the washington monument was great too. you go up to the top and you can see the white house and all of d.c. what a fantastic sight.
so glad i have had the oppurtunity to see all of those sights when i was younger. there is nothing in the world that could replace that. so if you get an oppurtunity to go and visit, try to see as much as you can. you won't regret it.

I've lived in DC for six years, so I'm not sure I'd qualify but my favorite three things to tour here would be Arlington Cemetery, the monuments at night, and Library of Congress.

after numerous trips there, i still really enjoy the monuments. you can spend as much or as little time as you want based on weather and how busy they are. there's something really interesting to me (i'm in architecture) about the symbolism and iconic nature of the monument/memorial designers and their times in history. ww2 and fdr are representing the same period but one is more classical and the other is more modern. they have some similar representational styles with the cast reliefs of various scenes/events. lincoln is seated, jefferson is standing, there's no physical representation of washington.
if you are able to call ahead to your congressperson, a tour of the capitol (led by a member of their staff) is a great thing to do.
as we tend to drive in on mass ave. we enjoy looking at all of the embassies, some more representative of their countries than others.

there is soooo much stuff to do there but i really enjoyed touring the library of congress, going up in the washington monument, and paddleboating around the jefferson memorial with the cherry blossoms blooming around the basin. if you have time to go to mount vernon, that was also very cool.
