The male needs to wear a nice pair of slacks, and dress shirt. He does not need need to wear the tie or jacket.

The female can wear a nice summer dress, something that is light weight. She can buy a lace shaw to cover her shoulders and upper arms, or a light weight short jacket.

If I were Male I would bring a jacket, and for a female that does not wish to bare her upper arm, Clothing stores of ALL price range have summer wraps and shawls, or a dress with a draped arm , a crochet sweater of a light material. Yeah I have the damn flabbie arm problem in spite of the fact I am a landscaper!

If the dinner will be held in an air conditioned place, there's no problem. Male should have a sport jacket or something, but most likely will be able to take it off and put on back of the chair.
Female could wear sleeveless with a sheer jacket over.

Your definition of casual is likely much different than mine, but I will let you know the conventional aspect to the wardrobe.

The males should wear a light jacket of linen or cotton, and seersucker is acceptable.

Women can wear summery cottons and those who are concerned about upper coverage can drape a sheer silk or cotton scarf around their shoulders.

Sadly, most people today seem to think that the word casual means anything that has been at least laundered prior to wear.

You never really can go wrong with a casual skirt and top. No matter what anyone else wears, you wouldn't look everdressed, yet, you'd still look like you were put together, and going to a special event. Jeans are fine for hanging out, not for bridal rehearsals.

At the Rehersal dinner you may wear light summer clothes, men are not obligated to coat or tie, Most women will be bare legged and in sandals. You may wear a "shorts suit", which has knee length or capri length shorts and top with sleeves. They are nice to have for semi formal casual events --which the south is famous for. Or you may opt for a light skirt and cotten over blouse.

I like young girls in jeans. It creates them look more home town like and it generally does not look like they try too hard but if you're trying to get this folks attention, this may well not be what you want

I do enjoy putting on long skirts occasionally. They are really actually more comfortable than Denim jeans and also much less hot to wear.
