well that is a pretty hard question and i can honestly say i don't know, but what i do know is that EVERYTHING works together to fulfill God's plan, and yes he does use other peoples sin and even satan to fulfill it. people such as Ramses (pharaoh), the bible said that god hardened his heart to work for his plan - not that god goes around hardening peoples hearts, but pharaoh wasn't going to except the lord anyway so he just sped up the proses pretty much, and without pharaoh moses would have never led the Israelites from slavery . so ya
and if that doesn't answer your question, if Satan did not tempt us or did not even exist then life would be perfect and we would not need god for anything. if we did not need god for anything then he would have no reason to send jesus down to die for our sins- which is the ultimate picture of the love that god has for us- and if god cannot show his love to us then we would not know who he is.
but in a different case if there was no satan or temptation, and everyone knew Christ existed we would have no reason to not believe. we would almost be forced to love him. and forced love is not really love at all. its like if you knew who you were going to marry from when you were a small little child, then you wouldn't experience the actual process of falling in love with your spouse because you already knew you were marrying them anyway. so you see, if there were no trials or temptations in our life then we couldn't wittiness or experience gods love, which draws us closer to him - like in 2 corinthians 12: 10 " for when i am weak then i am strong" meaning that when we are weak, and going though tough times struggling with temptation, depression, ecx. then we tend to look for comfort, and the only true comfort comes from god. therefor we look to god and come closer to him and grow spiritualy .
so sorry that was so long but i hope that explained it to you, and you have somewhat an understanding of why god uses Satan in his plan for a good purpose. as twisted and weird as it sounds its true.

The Bible says that satan is the accuser of the brethren. I do not agree however, that God uses satan in his capacity as an angel. God's angels are messengers who do His will. Satan is a fallen angel who only does what he wants himself. He is a tempter, but he does that of his own accord. The Bible also tells us that God tempts no man, but when we are tempted by satan, God will help us to avoid giving into those temptations if we ask Him. God will also turn to good what satan intended for evil to us.

Absolutely! God knows the beginning from the end. When He created Lucifer, He knew full well that Lucifer would sin! Because God desired to eliminate sin from the universe forever, He had to allow it to exist first before He could eliminate it forever. God created Lucifer with a power of choice, knowing full well what choice Lucifer would make. To God, a thousand days is like a thousand years. The time between when Lucifer was created and now is like a simple blink of an eye. Take the story of Job, for example. God allowed Satan to do whatever he desired to Job except kill him. Nothing happens in this world without God allowing it to happen. Yes, Lucifer is part of the great plan to eliminate sin and God's ultimate plan of having a perfect universe totally free of sin. God allowed sin to exist so that it can be exterminated forever!

God has given Satan charge of the earth for the time being. A lot of the evil being blamed on God is actually the devil. Yes, God allows it, but how else would we have free will and choice? Jesus kicked Satan out of heaven to the vicinity of the earth..Satan is the ruler of this system of things...Satan and his fallen angels have people veiled so that the glorious good news about the Christ might not shine through.
There is no sin in Jehovah or his son Jesus. They have not used Satan in any way.

I doubt that he presents himself before God among the "sons of God" as stated in Job, but he is not cast down as the "Accuser of the Brethren" until Revelation chapter 12 verses 7-12

Satan won't ever be presenting himself in front of God, again.
Satan's dominion ended forever with Jesus' death on the cross, as Satan was ultimately responsible for that great and heinous crime against the sinless and innocent Christ.
And just as Sadaam Hussein's followers still cause a lot of grief in Iraq, even though Sadaam has been taken out, so do Satan's minions still cause a lot of grief in the world ... at least for now.

God doesn't test nobody , He doesn't have to, He is all-knowing ! God allows satan certain things to bring about His will, I believe that, because we know that in the book of Job , satan had to ask God for permission to afflict him.
The enemy cannot do anything to us without God permitting it, that's why I rest in peace every day, no matter what the situation looks like.
