You can't safely and predictably lower a guy's sperm count, but you can stop him from releasing the sperm he produces. It's called a visectomy. Safe. Easy. A little costly to reverse, though, so he'd better either be rich or very certain he wants to do it. A better way to deal with this is simply to use a condom.

I saw a tv show about some guys that put their testicles in really hot water (i forgot the exact temp, it wasn't very painful, but not comfortable) for a certain amount of time every single day...how long they did this, no idea. They did end up lowering their sperm count and appeared to be sterile. When they stopped...their sperm count rose again.
Something to look into!
