Dogs can see in color. They just can't see as well as humans. The reason is it is a trade off.
You can either see well during the day in color, or you can see well at night in muted colors. To see well in low light the eye needs to catch more light. The cells that catch that light don't distinguish between colors.
A dog's eye is designed to see well at night, and so a dog can't see colors as vividly as a human can. But a dog can see color.

Humans have the ability to see all the colors of the electromagnetic spectrum, while the dog does not. It is thought that humans rely on color to find and identify food. Dogs have prey which are usually camouflaged, so they do not have to rely much on visual cues to find food. Because dogs have more rods in their retinas than humans, their ability to see in dim light is much greater. They are also better able to detect motion. Dogs see in colors of yellows, blues, and grays. The color red would appear yellow to a dog, and a green object would look white. Dogs have better lateral vision than humans

In any eye, there is a black film lining the back part of the eye. There are cones that receive light rays and send an image to the brain. The cones in a dog's eye are not "designed" to reflect color where as a human's cones are.

1. Everyone (including animals) must be different somehow.
2. Dogs are animals, making their eyes different. All animals are unique because they have diffferent characteristics.
3. Dogs wonder why we call them "pink" or "blue", WE wonder why they stare in space so much.
