One of my kitties when I was a kid had this, the vet said it was from poor grooming habits.

Is this under his chin? Sounds like feline acne - which is quite common. Does your cat drink/eat out of plastic bowls? These can harbor bacteria which can lead to acne on their chins. Get rid of the plastic bowls and use porcelain or metal bowls instead. You can clean your kitty's chin gently with a little soap and water and wipe it with a Stridex pad and the acne should clear up pretty quickly.

If they look like freckles on the pink part of his lips or jaw, this is just normal pigment. Common is orange kitties.
