They're tattoos done at home, in an unsterilized environment, with unsterilized tools, by a person that truely has no idea what they're doing. They never EVER look good, hardly ever actually stay in the skin, and when they do they end up looking like a grayish green blob under the skin.
I really don't want to tell you how to do it because I'll feel responsible if you DO do it and regret it later. Basically you can either make your own tattoo gun, or you can cut your skin fairly deep and rub ink in the cut. Please PLEASE don't do it. It's usually more painful than a normal tattoo and the odds of it getting infected are WAY higher than getting a professional one.
Just save up the money and get one done by a professional. You will be SO much happier with it.

If you want a tattoo, get it done professionally. I've seen a lot of homemade tattoos and not a single one of them looks good. And, as Rose said, it's a whole lot more likely to get infected.
And there's no way you can get a tattoo with absolutely no pain involved unless you have an amazingly high tollerance for pain.

Don't get a tattoo. It will be wicked awesome for about 2 weeks. Then it will just be awesome. Then after a few months it will just be cool. After a year it will just be there. Eventually it will be lame and then wicked lame. But you'll be stuck with it. Which will make you wicked lame. I'm tellin' ya' don't do it.

You can do them prison style, using a hot needle and pen ink, it looks ghetto but it works..
