An unnamed Levite cut up his concubine into twelve pieces.

He cut her into twelve pieces, one piece for each tribe. Doing so, he sought to mobilize the tribes of Israel to assemble for a judicial hearing. The purpose of the hearing was to determine the disciplinary action they should take against the perverted men of Gibeah and the Benjamites who supported them

Judges19:1 Now it happened in those days that there was no king in Israel. And it came about that a certain Levite was residing for a time in the remotest parts of the mountainous region of E´phra·im. In time he took as his wife a concubine from Beth´le·hem in Judah.

Judges 19:29 Then he entered his house and took the slaughtering knife and laid hold of his concubine and cut her up according to her bones into twelve pieces and sent her into every territory of Israel.

He cut her up as a witness against the Benjamites.

Judges, chapters 19 and 20.

A Levite and his concubine stopped there to stay the night. There were taken in by a resident of Gibeah. A group of angry individuals demanded that the Levite surrender himself to them. When he refused, they took his concubine and abused her all night resulting in her death. They were angry because they could not have the Levite himself.
The Levite cut the woman's ravaged body into 12 pieces and sent a piece to each of the 12 tribes of Israel. The message was, "Nothing like this has ever happened in Israel before." The men of Israel gathered to punish the wicked men of Gibeah, but their kinsmen, the Benjaminites, decided to defend them. Forty thousand Israelites died in the resulting civil war, and Benjamin was almost destroyed.

THE TWELVE TRIBES OF ISRAEL

Her husband was from one of the tribes, he used the 12 parts of the body of his wife to report to the twelve tribes all that the tribe of Benjamin was up to, they were so like unto Sodom and Gomorrah that the other 11 tribes came very close to wiping out the trib of Benjamin.

The first answer above gives the location of this in the bible, during Judges.
