If you are parked on a public road without displaying a valid tax disk then yes, you will be penalised. You might be able to argue that you had the new tax disk, and with technology what it is, they would probably know that anyway, but it is still an offence not to display it. The only hope you have is that either no one reports it or the police/traffic wardens don't notice it.

If you are in the UK, then I'm afraid that if your vehicle is parked on the road and the tax has expired, and the new one (even if you have one at home), is not displayed in the vehicle, you are committing an exise offence of not displaying a valid vehicle excise licence (VEL) in the window. It doesn't matter that you won't be driving the car, or that you are out of the country. You knew your VEL was going to expire on a certain date, and you'll have known you weren't going to be in the country at this time, so there's not really any excuse. Just hope and pray you don't get reported to the DVLA - they may remove your car from the road and crush it (I'm really not joking - they have the power). Providing your car is still there (there probably won't be a ticket displayed on your car so you won't know if you've been reported or not till they make contact with you), get the disc in the window and don't do it again. Whilst it's probably not what you wanted to hear, it's an honest answer, and I hope it helps.

Technically you could if the car is parked on the public highway (roads and things), but if its on private land then no. However even on Private land you might (Example NCP car parks will report cars that are parked on their land with no valid tax and the police will remove them.
The police have a computer system that can check if you are taxed, but you still have to display the tax disk. I think it would be a very petty court that would fine you, or give you points for not displaying the tax disk if you can prove you were out the country

The offence of not displaying a current tax disc is absolute but is not used so much these days it was used a lot before because the police were unable to check if a car was taxed or not without a lot of work as this is no longer the case it is rarely used but it is still law.

Yes. You will get a penalty.
The new tax disc arrangements are very difficult if you can only park your car on the street and wnat to go on holiday when you need to buy a new UK tax disk.
It does have the advantage of allowing the filth to meet their records in removing untaxed cars from our streets!

you have to display the liocence. If you dont then you may get a fine which I believe is about £80.
They give you 15 days to get your tax disc though, which I was told directly from the DVLA so I wouldnt worry yet if it just expired yesterday.

Depends on the officer. There was a time when yes, i'd issue every time for not displaying the disc, because it was impossible for us to verify if you had one or not. Now we can just ring up and find out, and it's kept completely uptodate.
If a ticket is issued, it's upto the DVLA to prosecute, if you recieve a ticket whilst you're away and explain.

I presume you are in the UK, in that case the records are kept on computer, and although you may be reported for not displaying the disc, you should be OK. There are some officious toerags that may try to do you , but if they do , appeal.
