I think it is a great idea, and I am sure the mom (and baby) will appreciate it.
As far as a theme, you could have the shower be like a movie premiere with the baby as the star of the show (and of course, mom and dad listed as the Producers). You can incorporate pictures in your decorating very easily, have popcorn for the guests as an extra munchy, and even have a cake in the shape of a star for the walk of fame. The invites can be "tickets" and you could have a red carpet for guests to enter in upon.
Another idea that is sort of similar is to have it as a book release party - with the invite being a book titled "My Life" and the author as the baby. The inside can read something like "Join us as we welcome (baby) as (he/she) begins crafting a tale of adventures and dreams." Guests can be invited to bring books for baby to enjoy now and in the future - which will be something that the whole family would appreciate.

More than likely she won't bring the baby to a big party that young. So it will kind of be like the baby shower. If you go to staples they sale card stock very pretty nice and high quality looks professionally done.Cost about 20 bucks for a box of 50! All you do is customize @ home or there in the store and print your invites. Also there are a lot of shower games you can play just adjust them and give lots of prizes people love that. Also have a sharing time for people to encourage the new mom with words of wisdom and well wishes for baby too. I never heard of a Welcoming shower I'm 19 weeks along with my little miracle baby I lost my 1st @ 9 months along last year so needless to say we have everything we need. I said I did not want a baby shower but a welcoming shower sounds awesome your a good friend.

We're planning on having a "welcoming shower" exactly how you put it. It's going to be a bbq where family and friends can come over to meet the baby. I would suggest, if you're using cards, to just get baby themed cards that have no writing in them. And I would suggest giving it a month after the baby is born, that way the baby will be more alert, and the mother won't be so tired.

Yep. I remember the first time I held my new baby cousin Mira, a few weeks ago, 'cause that's how long she's lived. She's so cute and adorable. And I remember the first time I held my little brother, John. Time has past so quickly. Now he's a silly little seven year old. I remember when he was a cute little seven-DAY old. He's still a cutie, though. :)

Or
"It's a birthday party!.... Literally"
