cemetery or does he/she or his family have the choice to be buried at a cemetery where his/her family have been buried?

The family has the choice to bury him/her wherever they want. My grandfather was a war hero during WWII and he earned the right to be buried at Arlington National Cemetery. However, when his son died, he put his dreams of Arlington aside so that he could be buried next to his son and my brother.

He still received full military honors, including a flag and a 21-gun salute.

It is at the discretion of the family. He has earned the right and hopefully told the family what he wants.

Having earned the right does not mean it is required. I'm sure many families are not near a military cemetary or would wish to keep their family together. As such, the best place may in fact be elsewhere.

Arlington for example is an honorable cemetary, but it's far from my family and they would probably not want me interred there. It certainly won't bother me to not be there. It would be an honor but put too much on my family.

Thats one question that is asked before the soldier deploys. My husband left it to me where I burry him if something happens to him god forbid. Every soldier is entitled to full military honors at their funeral no matter if they are a war hero or not. It is honorable to serve your country in a time of war or in a time of peace. At Fort Riley the different units serve on Funeral detail, when a soldier dies or anyone who has served they go and fold the flag, carry the coffin (if that's what the family wants) and perform a 21 gun salute.

Unless it is specifically in the soldiers will to be buried in a military cemetary then the family can choose

The family chooses. But it may be harder to have military honors at a private or municipal cemetery.
