By spotting I believe you mean marking. The dog is marking territory. You have to catch the dog doing it and then correct the behavior. It is basically the same a when you potty trained the dog. You catch it marking, pick it up and carry outside, giving the command "potty outside" all the while. Although picking up a dog is normally a reward, in this case the dog will not want to be picked up while it is urinating. Marking is a learned behavior and neutering will not have any effect. The behavior has to be corrected and new behavior (marking outside) learned.

What kind of spotting? If it is a female she may be in heat.
If a male he may be marking his territory. In both cases neutering would be the answer.

If these are urine spots, your dog may have a urinary tract infection.......see your vet.
