Yes a neutered male dog can tie with a female but it won't produce any puppies .

VERY MUCH SO. However, after saying that, the lebido surely goes down after a few months due to hormone loss.

ALSO, please be careful of a newly neutered male and a femail in season. Males, even newly neutered can carry sperm for a short time.

I would keep the male separate from a female in season for at least a few weeks, both for the pregnancy issue and also a male needs to heal also.

Yes. Our just neutered dog came home and I got an urgent call from home that the dogs were "stuck together". Thought it was their collars but not the case.
It only happened once- but still my female Rott tries to hump him sometimes!!

Yep, it sure can. They only removed the testes during neutering!
