For the same reason you can't legally have a wrist braced sling shot in New York. Some liberal brain trust blew enough smoke up enough peoples @$$es to get, yet another, law passed to enforce morality and common sense.
The police in New York, Massachusetts, and California are too busy or two scared to actually enforce the laws so the legislature simply passes laws against everything and the honest citizens suffer while the dishonest ones ignore the laws.
Case in point: My community had an ordinance against fireworks that launched pieces of fire into the sky and/or exploded. Basically they outlawed bottle rockets, roman candles and firecrackers. It lasted about three years. Many people ignored the law and in the process caused a number of fires. So, the leaders took action. Arrest the violators? No, nothing like that was possible, they outlawed the safe and sane fire Marshall approved variety. So now there is nothing legal in my community. Want to bet I can go outside tonight and see bottle rockets and hear firecrackers? If you take the bet you are a fool. I have heard and seen them every night for a week.
Your ferret falls into that category. They aren't native to California and they are a pure predator. So when someone allows one to escape it can have a bad effect on the local animal life. And as I understand it, pets are prime targets for these little animals. So some people failed to properly care for and control them. And, because some people are idiots all people are idiots and can't be allowed to have anything that might hurt someone or something.
I am stuck in California, if you can possibly move I would recommend you do so. This place is really circling the bowl as we speak.

There seems to be a concern that escaped ferrets or ferrets that have been abandoned by owners would establish breeding populations and compete with native animals such as weasels.
It appears that there has been some study of reversing the law, but nothing so far has happened.

I think its due to some agriculture concern or something like that, which is probably just BS. I grew up in CA and was mad because I always wanted a ferret. Supporters have tried to pressure legalization but they've always been laughed and not taken seriously. I doubt they will ever be legal, the state politicians have not shown any interest and they don't care.

Ferrets are considered pests in California. California has the perfect climate to house alomost any animal. So if your ferret escaped it might go and kill other people's pets like hamsters,chickens,canaries, and rabbits. It may also kill the wildlife like birds and squirrels.

Ferrets are very lovable and cuddly even if...they're vicious in direction of babies and teenagers 0-3 years. Many assaults have been pronounced from especially California, Oregon and Arizona. maximum persons coming from Cali. Please examine the write up for greater preparation.

You can't have gerbils, either.
I'm from CA but lived in FL for several years. Ferrets there must be neutered and have their scent glands removed prior to sale. You'd think it would be that way in CA, but in a state this size, it would be really tough to enforce; hence, the ban.

ferrets are marsupials. and when people decide they dont want them anymore they release them into the wild. so Fish and Wildlife Service department worries that the more people let ferrets out because they dont want them any more they more they will hurt the native species in california. Ferretts= non native species that will hurt native species.
