She should be able to open you bank account here. I don't know why you are linking getting a savings account with getting a credit card they are opposite.
If you have a credit card you shouldn't have any trouble using it. She will need to be responsible for the card with you.

If you have papers that show that you are legally here, you can walk into just about any major bank, and open a US bank account.

Bank of America and Washington Mutual are both good places to start.

Now back to your question.

If your mom has a credit card she can call the credit card company and ask them for a card for you. 9 out of 10 banks will give your mom an additional card with your name on it.

So you will be able to use the card without a problem.

I had a card like that since i was about 13 as well.

I am pretty well versed in this area so if you need more info just ask.

You can't own a credit card at 13 because you aren't legally responsible for your own debits until you are 18. You may piggy back off her card, but you are going to have a devil of a time using it because the signature will not be accepted.

Parents sometimes give teenagers credit cards for "emergency's", but unless you are extremely thrifty, i say no.
