There are countless such computer programs.
The answer depends on two (main) questions:
(1) How well "endowed" is your PC? (graphics
card(s) and amount of RAM); and
(2) How much money are you prepared to invest?
There are multi-thousand dollars solutions, on
the market...

If you are willing to learn, I would like to recommend
you an open source program--called "GIMP" (GNU
Image Manipulation Program).
Although it is as powerful as the de facto standard in
domain ("Photoshop"), it's free and it uses less
computing resources, than its main competitor.

It can easily be done... you can add poeple or even remove people from pictures... Use Photoshop.

Try PhotoFiltre, it's free and there are tutorials specifically for that on their website.
