I want to change the color of wall and floor tile in bath rooms: not in the shower areas. what is the best procedure to use to make sure the paint sticks and will not easily come off? what materials are best for this project? thank you....

Not a good idea, first paint will not stick to ceramic, on the walls maybe on the floor a definite no no as someone will slip and get hurt.

You can get Tile Paint. But it doesn't look that good really.
You can of course tile on top of tiles, the tile cement will be perfectly sufficient for this. You do of course need to clean the existing ones to ensure they are grease free.

you have to sand the tiles surface first with some fine grit
sand paper to rough it up so that the paint and primer will
bond to them . you should use primer just ask sales person in paint department.
