It's better to put it on dry hair. Also to get a better colour coverage put it on a day after you last washed it.

It should say on the instructions, I've used Nice'N'Easy products in the past and they always do.
I've found generally if it's a NON PERMANENT then it's apply to wet hair cos it means it wont stain the hair or something [I'm not professional so don't hold my word for that]. But yeah. Permanent = dry, non = wet, in general. I might be wrong though. Re-read the instructions, it should say somewhere in there like after it tells you how to mix up the mixture it should say apply to ___ hair.

Shampoo - dry - apply your non permanent color - air dry . After the occsion wash off your hair thoroughly with shampoo and apply some hair conditioner or good coconut oil. Do not have the fun very often.

always always dry hair, and follow the instructions and take a strand test, even though not permanent they could be a skin or scalp irritant in it, but always dry

Definitely on dry hair and to really hold the color its best if your hair is dirty...

a non permanent colour is normally done on damp hair not really wet if its a permanent colour its done on dry hair.
