No. There is still an owner of the vehicle. You would need either the title signed to you, or a court or govenment order granting you title. If a car is abandoned on property you own, you can have it privatly impounded and removed, but you can not claim it for your own!

a car no, but you can take items that are in the street. Just make sure it's not titled dude.
