Raymo and Michael between them have about the right answer to this but with beer it is not just the alcohol that is the diuretic, it is some of the other chemicals as well. Wine does not have as strong an effect as beer.

Beer and all alcohol is known as being "diuretic" meaning that the body expells more liquid than that consumed. The result of all this being that you become dehydrated and this causes the hangover effect.
