You should take this dog immediately to the vet! The shoe laces could have caused serious problems in your dog's intestines. There is no way to know except to go to vet or let your dog die. Lack of appetite is never a good sign but vomitting water is definitely a bad one! Go to your phone and call the vet. It could be an unrelated incident also (if your dog is inclined to eat non-food objects, who's to say what else he's scarfed down recently.)

Take him to the vet. The laces could have caused an intestinal blockage. That would make him not want to eat, and vomit anything he did take in.
You may not have let him chew the laces, and I know these things happen as an accident, so don't let anyone get you upset if it was an accident. To make it up, now you have to take the responsibility and take him to the Dr for x-rays.

Why aren't you at a vets already?!
Long things like laces or string can get wound round intestines, causing a very difficult obstruction. From the symptoms you've described, it's very obvious your dog's gut is obstructed.
Take her to an emergency vet - not in a few days time, not tomorrow, NOW. 95% probability she needs surgery to remove the laces, so take your credit card.

take him to the vet if u can't afford the vet then take him to the humane society and tell them the story and u will lose the dog but it might beable to live
