I personally love tattoos.... I have to warn you that they are very addictive. Go for something very tiny like that star or a flower, maybe a butterfly for your first one ... Maybe on the back of your neck, hip, ankle....
Now in now most States in the US you have to be 16 to get a tatoo and 14 for piercings so you need to check that out at the tatoo place. Make sure they're using clean needles and ink that does NOT come out of a machine .. If it does go else where you can get all kinds of diseases from that.
Most painful places - some of your bones not all though, your buttt is unbelievably painful to get a tatoo on. It really depends upon the persons pain tolerance when getting the tatoo how painful it is.
Make sure for now until you're older that all tattoos can be easily covered up! There's still a huge stigma against tattoos and it will affect the way people see you and your ability to get a job and so on ...
I stupidily decided to get a huge tattoo on my lower back for my first one... The only thing I thought that was very painful was them getting closer to my butt ... I didn't feel much on my spine but I've had EEG's done on my spine so a tattoo there was nothing.

The places where it is going to hurt the most to get a tattoo are the places that are closest to the bone. For explain anywhere around the feet or ankles is going to hurt more than say on your lower back or hip area. I have one on my lower back. The best advice I can give for picking something out is to decide on something that has meaning to you. My brother has all kinds of tattoos but nothing really had meaning. He just picked them because he thought they were cool. So, decide on something that is going to have more meaning for you. There are a lot of websites that have pictures of other peoples tattoos if you would like to get ideas. I would go to google or yahoo and type in something like tattoo designs.

Lets put this way..Take a needle and poke yourself with it..Now thats how it feels to get a tattoo only a little worse..I have some and the way they put them on is the needle is angled and hollow..It is moving like a sewing machine.Only faster...they dip it in ink and the hollow part fills with ink then they put it to your arm and as it cuts a groove in your arm and fills the groove with ink as it goes along. After they are done your tattoo will scab over in a few days.Oh yes make sure you check with the shop to see if they dispose of the needles and ink after every tattoo.Because I have heard some say they clean the equiptment. But the risk of catching something is in the ink.And after the Tattoo heals you can still mess it up if you get a deep enough cut across it..That happened to me on one of them...But make sure you get what you want because it don't wash off.

Think really hard where you want it done because it stays there permanently. You can have it erased with laser which cost a lot more than the tattoo. But to be safe have it where you can cover it if needed. Just a suggestion.
