how does the clock in a watch or computer continue correctly even after the device is shut off and on ?

At least in the case of the computer, there is a battery (Mine is 9 volt) that keeps the power for the clock chip when the main power isd turned off.

There is a small, long-life battery inside each computer that runs bios and clocks.
