Hot body, the way she walks and moves, her attitude, the look in her eyes, her facial expressions, what she says and how she says it,sometimes the clothes she wears. I think you have to be born with it. And don't get confused, acting like a sl_t from a Rap video is not sexy, it's just trashy

However, (promoted concepts of) sexy (physical body's attraction) is not always attractive. Many sexy girls and guys (even most popular sexy stars) live a lonely life lacking spiritual (energy body's) attraction -- short of leverage surroundings, supports and cooperations. When you're young the boss put you up in a position exposing to the eyes of the customes, and you oftenly get invited for free lunches or dinner, and physical pleasures. After 35, the sexy get sagged, only the one with spiritual attraction (beautiful mind) get spontaneous, simultaneous loved and leveraged. Sexy is useful for earning active income, (spiritual) attraction, though not sexy, is usful for building everlasting, evergrowing circulatory flows of peace, happiness, health, leverage love, freedom, and passive income called (genuine/ virtuous) wealth. Being sexy is illusive (unrealistic/ temporal) power, being spiritually attractive is. Sexy woman sometimes don't feel sexy while making love because she lacks spiritual attractions. The majority of married sexy women/ man become widows/ single mothers/ fathers -- or financially suffering during 35-40, just -- because of sexy ego/ or sexy heroism.

Confidence. Guys LOVE a confident woman. Another reason is the way your dressed. Maybe your wearing an outfit that really does justice to your body and a guy likes seeing that. Truthfully, it all depends on the guy. Not every guy has the same taste on what's sexy and what's not.

It's a lot of things actually: the way she carries herself in public, does she take care of herself (looker), is she intelligent, is she social, is she sensitive to the needs of others, all these things are a part of the sexy equation in my opinion. I've dated woman that were drop dead gorgeous, but had nothing other than looks, no social skills, no intelligence, no direction in life, you get the picture.
