You can download GIMP.. its free works similar to photo shop. You could even use MS Paint -- its on your system..
Depends on how good an artist you are and what you want your logo to look like. But for Free Gimp is hard to beat.

You should use a vector drawing program for creating a logo.
Adobe Illustrator is an excellent program which you can use but you will need to invest some time for learning this. The general perception is that it is not very intuitive (though it is really an amazing tool).
FreeHand is also a nice tool. (In my opinion better than CorelDraw)
If the kind of work you are doing is not very complex and you want to try some open source options then you can try sodipodi and Inkscape.

Here is the reason why you should use a vector based tool:
"Vector art is key for printing. Since the art is made from a series of mathematical curves it will print very crisp even when resized. For instance one can take the same vector logo and print it on a business card, and then enlarge it to billboard size and keep the same crisp quality. A low-resolution raster graphic would blur incredibly if it were enlarged from business card size to billboard"
