I would start by saying how excited you are to take on the new challenge, thank the person promoting you.
Say something nice about the person who left the job if you can like they are big shoes to fill and you hope to do as well. Wish them luck in the future.
Use this as an opportunity for team building, let the team know you will be making changes but are really happy to have been given them as a team and look forward to working with them. Thank your old team for supporting you to help you get the promotion.
Your goals are to not burn bridges with the person leaving you might need them, not make the people you will work with scared that you will fire them all and bring in new people and make the person promoting you happy they did. Project some happiness and optimism for a bright now phase.
