Three solutions are here. Propecia which is a prescription drug is one. Rogane, which is 5% minoxidil is another. Propecia is only by prescription as a pill but has the same DHT prohibitors that Rogane affords. If used in conjunction with oththers, it would seem that the effects would be the same.

The fact that DHT inhibitors are the same, then both Rogane and Porcepicia would have the same results.

The difference is that Prropecia has sexual side affects retarding wanting to have sex. Rogaine (or moxidil) does not seem to seem to have those side effects.
