With dogs that is how their mothers usually handle them. It shouldn't hurt them, just remember they are small, and don't grab too much skin. If you are going to do this I am assuming you are doing this to discipline them, if so I advise not to lift them high and shake them- sounds silly I know but we do silly things when frustrated- just lift their Front feet off the ground only and speak to them calmly. You want your dog to trust you not fear you, you get better results this way.
I own a jack russell / beagle mix and he is a nut. He looks like a tall roxy and at the start it was hard because they have so much energy it is hard for them to listen, and they never sit still.

I'm not sure what a mini foxy is, but if it's a type of dog then yes. Dogs aren't like cats, which you can scruff by the neck and it doesn't hurt them. Dogs do hurt when you do this. I don't know if it's just because they're heavier or what, but yes it hurts.

You mean the scruff of their neck.
No it's not a good idea - small puppies may be picked up by their mothers this way, but adult animals, especially dogs, certainly shouldn't be. Bad for their necks and backs - you should always provide support underneath.

You should never pick any dog up they nape of the neck. You should always support the dog's body with a hand under the belly or under the rump. If you pick a dog up by its neck, the dog could twist and injure its back or even end up paralyzed.
